Established in 1991, the Children Welfare League Foundation works to revise legislation regarding child welfare and rights, coordinate related child welfare agencies and organizations, and monitor the government's child-welfare system and policies. The foundation's goals include facilitate the amendment of child welfare laws and policies, promote the concepts of child welfare, provide child welfare services, conduct child welfare research, build child welfare networks and establish child welfare data center. The foundation has three centers in Taipei, Taichung and Kaohsiung.

Activities:
The foundation provides in its main center and local centers services such as:
1. Adoption Services: The Children Welfare League Foundation set up in 1992 the first professional adoption agency in Taiwan.

2. Adoptee Services: The Foundation was commissioned by local governments to provide services for adoptee that include play therapy, consultation, counseling, referral and placement services.

3. Abandoned Children Protection Service

4. Mandated Parenting Education: The foundation provides parenting classes to enhance parenting abilities and ensure that children grow up in a safe environment.

5. Child Welfare Research and Publishing: The foundation gathers relevant data and conducts research to advocate for better child and family welfare policies.

6. Child Welfare Resource Info Online

7. Single Parent Family Services

8. Child Care Information Line: To provide information on registered and licensed day care centers as well as trained child care givers.
